  "the" is used when you can replace it by "this" or "these", like specific object(s). Because it would be very strange to say "I have this brown hair", so delete "the". good ;)

  I have brown hair (no article).

  "My hair is short" sounds a bit funny, because your hair is something you have control over. However, I guess it's OK.
