Here are a few corrections that I would make.
I attended A TECHNICAL Institute in Protoscuso. It's called Ipia. I GRADUATED 17 years ago. I attended this institute because I like electronics and other technical subjects.
An ----> An + Vowel
A -----> A + Consonant
if you put ED after an action you have just made it an action of the past, so you do not need to have---- was graduate ----> graduated
----- have attended ---> attended

I agree with california except "technical institute" would not be capitalized unless it is the formal name like: The Technical Institute of Portoscuso
